Oil and Gas

SPCC Plans

Arkwood has prepared hundreds of Spill Prevention, Control, and Countermeasures Plans (SPCC) in accordance with the 1973 regulations and 1991 proposed changes. The regulations require an SPCC plan for facilities that store oil in a single container with a capacity of 660 gallons or greater in numerous smaller containers with a total site capacity of 1320 gallons or greater. These plans must be certified by a registered professional engineer.

Air Permitting

Air emissions from oil and gas operations are required to comply with state and federal air pollution regulations. These requirements include permitting of emission sources. Permits or exemption from permitting is usually required on the following oil and gas equipment:
Flares
Dehydration Units
Compressor/Pump Engines
Amine Units
Sulfur Recovery Units
Gas Plants
Other Fuel Fired Units

We routinely obtain TCEQ standard exemptions from permitting for many of these listed sources.

Title V Federal Operating Permits are required on major air emission sources. There are a number of criteria that define what constitutes a major source. Unlike other permits, this one requires the owner/operator to determine the facility's current compliance status and to develop a compliance plan. In addition, significant record keeping and monitoring requirements are specified. The federal operating permit program includes significant penalty provisions including prison sentences for willful violations. Arkwood's highly experienced staff can draw upon its industry experience during the preparation of your Title V permit to prepare efficient, cost effective monitoring, record keeping, and compliance plans.

Emission Inventories and Fee Calculations

Arkwood routinely prepares and reviews emissions inventories for various oil field facilities. In addition, the annual emission fees are calculated based upon a thorough review of the actual operations. Computerized reports are prepared detailing the emissions from equipment along with the calculated emissions and associated emission fees. This report can highlight areas where process or equipment modification can result in significant monetary savings. C pipeline spills to refinery cleanups. RRC Treatment Facility Permitting

Our staff has designed and permitted Texas Railroad Commission authorized Stationary Treatment facilities. These facilities were designed to bioremediate non-hazardous oilfield wastes.

Waste Management

Both hazardous and non-hazardous wastes are required to be accounted for and handled according to both federal and state regulations. Often a waste management plan is needed for a single site or group of sites. Arkwood can review your operations, analyze your wastes, obtain required registrations, advise on disposal options, and prepare reports on all waste activities.

SARA/Tier II/TRI

Operators of oil and gas facilities are required to report to state and local governments on the quantities and characteristics of hazardous materials stored or used at each facility. For oil producers, storage of more than approximately 35 barrels of oil or condensate will trigger the reporting requirement. Our staff prepares and maintains Tier II reports for numerous clients.

In addition, certain sized facilities may have to prepare Toxic Release Inventories (TRI) for emissions to all media (air, water, land). Arkwood has prepared and reviewed numerous Toxic Release Inventories (TRI).

Site Assessment

Environmental and other regulatory liabilities are often associated with acquisitions, sales, or leases on many oil and gas properties. The only way to manage these risks is to know what problems exist and how they will effect the profitability of the deal. Arkwood provides services to assess the impact of environmental and other regulatory issues on these type of transactions.

Compliance Audits

How can management feel comfortable operating sites are in compliance with applicable regulationsand proper procedures for record keeping and reporting? Arkwood can provide independent, objective, and comprehensive audits to verify proper procedures are being implemented. Our reports provide comprehensive information on the existence of necessary permits, conditions that could be in violation of applicable regulations, and provide concrete suggestions for maintaining compliance and avoid future problems.

NORM Surveys

Occasionally the need arises to determine if Naturally Occurring Radioactive Materials (NORM) are present at a site. Arkwood's NORM services consist of conducting a site survey to determine the presence of NORMs and providing recommendations for remedial actions.
