Air Permitting

Air emissions from all operations are required to comply with state and federal air pollution regulations. These requirements include permitting of emission sources. On some facilities standard exemptions from permitting are available. Some of the most encountered air permits are:

Title V, Federal Operating Permit
PSD Permits
State Operating Permits

Arkwood's experienced staff will work with you during the planning stages of new or expanded facilities to develop the most cost effective plan to obtain permits. Often a simple change in equipment or operating procedures can reduce the regulatory burden on a project.

Emission Inventories and Fee Calculations

Arkwood routinely prepares and reviews emissions inventories for various oil field facilities. In addition, the annual emission fees are calculated based upon a thorough review of the actual operations. Computerized reports are prepared detailing the emissions from equipment along with the calculated emissions and associated emission fees. This report can highlight areas where process or equipment modification can result in savings.

Waste Water and Storm Water Permitting

Facilities are often subject to the requirements of the Clean Water Act (CWA)
for the discharge of process or stormwater. Both of these items are covered under the National Pollution Discharge Elimination System (NPDES) programs.

Arkwood regularly assists industry with CWA and NPDES compliance. Arkwood's engineering professionals are experienced in NPDES discharge permit preparation
and stormwater management. Our services include:

Waste Management

Both hazardous and non-hazardous wastes are required to be accounted for and handled according to federal and state regulations. Often a waste management plan is needed for a single site or group of sites. Arkwood can review your operations, analyze your wastes, obtain required registrations, advise on disposal options, and prepare reports on all waste activities.

SARA/Tier II/TRI

Facilities are required to report to state and local governments on the quantities and characteristics of hazardous materials stored or used at each facility. The reporting threshold varies, therefore a thorough review of raw material and product MSDS's is necessary to determine what is reportable. Our staff prepares and maintains Tier II reports for numerous clients.

In addition, certain sized facilities may have to prepare Toxic Release Inventories (TRI) for emissions to all media (air, water, land). Arkwood has prepared and reviewed numerous Toxic Release Inventories.

Compliance Audits

How can management feel comfortable operating sites are in compliance with applicable regulations and proper procedures for record keeping and reporting are utilized? Arkwood can provide independent, objective, and comprehensive audits to verify proper procedures are being implemented. Our reports provide comprehensive information on the existence of necessary permits, conditions that could be in violation of applicable regulations, and provide concrete suggestions for maintaining compliance and avoid future problems.

Site Remediation

Arkwood Engineering is a Texas Natural Resource Conservation Commission (TCEQ) registered LPST Corrective Action Specialist. Texas requires all companies involved in remediation, soil removal, reporting, closure, or testing on any Leaking Petroleum Storage Tanks to have this registration.
